[Scons][iar][iccarm] IAR统一使用iccarm作为判断条件而不是是用IDE的名字来进行判断
因为不确定后续IAR是否会像Keil一样内含有不同的编译工具链
此外，将判断条件改为列表方式，这样更方便后续增加其他可能的IAR编译链

1. 引入 #3062 '[bsp][Kconfig]在bsp的Kconfig中select组件初始化与user main的选项'所做的修改至本BSP包
2. 删去原rtconfig.h中非必要及无意义的配置，包括sensor,pwm,uart3,dma.

[bsp][stm32] 更新stm32f427-robomaster-a外设驱动配置
1.增加串口1,7,8配置，经实机测试无误
2.增加PWM4 CH1 -- 4, PWM12(BUZZER)配置，因条件有限，仅测试了TIM12 CH1
3.经测试,CAN通信无法正常使用，原因尚未找出，故暂时删去此配置
测试所用编译器： mdk5, IAR
