[Kconfig][libcpu] 增加ARCH_CPU_BIG_ENDIAN (#5547) 
* [cpu] 增加ARCH_CPU_BIG_ENDIAN
- 之前RT_USING_BIG_ENDIAN的命名并不合理，予以替换为ARCH_CPU_BIG_ENDIAN
- 删除一处多余的ARCH_CPU_64BIT
- 整理了libcpu/Kconfig的格式

* [libcpu][Kconfig] Cortex-M4&7 select ARCH_ARM_CORTEX_FPU

laoyening cdb70c696e 1、修复因LAN8720A重启无效而导致无法进行自动协商，引起网卡初始化失败。 
2、LWIP-1.4.1中tcp协议栈的初始化顺序有误，导致使用netdev组件时，网卡无法正常注册，该问题之前在LWIP-2.0.2和LWIP-2.1.0已经修复。
