【修复bug】修复sal判断internet连接的隐藏bug 
1、当前判断网卡是否连接Internet是通过连接rtt-thread的服务器来判断的，
2、这个月开始好像服务器挂了，不响应请求
3、这里超时用的2000秒，导致sys workqueue被卡死在这里了
