Meco Man 83b3aadaa3 [Scons][iar][iccarm] IAR统一使用iccarm作为判断条件而不是是用IDE的名字来进行判断
因为不确定后续IAR是否会像Keil一样内含有不同的编译工具链
此外,将判断条件改为列表方式,这样更方便后续增加其他可能的IAR编译链

a1012112796 0bae6e884c [bsp][stm32][stm32/stm32f427-robomaster-a/]修改部分配置错误
1. 引入 #3062 '[bsp][Kconfig]在bsp的Kconfig中select组件初始化与user main的选项'所做的修改至本BSP包
2. 删去原rtconfig.h中非必要及无意义的配置,包括sensor,pwm,uart3,dma.

a1012112796 60bda424eb [bsp][stm32] 更新stm32f427-robomaster-a外设驱动配置
1.增加串口1,7,8配置,经实机测试无误
2.增加PWM4 CH1 -- 4, PWM12(BUZZER)配置,因条件有限,仅测试了TIM12 CH1
3.经测试,CAN通信无法正常使用,原因尚未找出,故暂时删去此配置
测试所用编译器: mdk5, IAR
