Utilities/libadt: support adt API for DM
Add reference with rt_atomic in resources' put/get management. Add bitmap operator base on rt_ubase_t. Add hashmap for key->data map management. Signed-off-by: GuEe-GUI <GuEe-GUI@github.com>
