	(arm_long_opts): Add meabi.
	* include/elf/arm.h (EF_ERM_BE8, EF_ARM_LE8, EF_ARM_EABI_VER3): Add.
	* doc/as.texinf <ARM>: Document -meabi.
	* doc/c-arm.texi: Ditto.
