	(av::fixup): Remove setting iscui.
	* syscalls.cc (rename): Drop has_move_file_ex checks.  Remove 9x
	specific code.
	* wincap.cc: Remove has_move_file_ex and pty_needs_alloc_console
	throughout.
	* wincap.h: Ditto.
