Ken Brown 9cfea13054 Cygwin: AF_UNIX: implement create_cmsg_data 
For now, just support an ancillary data block consisting of a single
cmsghdr, containing SCM_CREDENTIALS.

FIXME: We're supposed to check the credentials.
