(lutimes): Export.
	* times.cc (utimes_worker): Created from utimes, add nofollow flag
	to implement utimes and lutimes.
	(utimes): Just call utimes_worker.
	(lutimes): New function.
	(futimes): Ditto.
	* include/cygwin/version.h: Bump API minor version.
