Ken Brown 81421eda7d Cygwin: fix GCC 8.3 'asm volatile' errors 
Remove the volatile qualifier, which is no longer allowed outside of
the function body.  See
https://gcc.gnu.org/bugzilla/show_bug.cgi?id=89585 for discussion.
