Corinna Vinschen 4f78215c86 Cygwin: belatedly bump CYGWIN_VERSION_API_MINOR for new posix_spawn funcs

Commit c743751aafa84 ("Cygwin: Export
posix_spawn_file_actions_add{f}chdir_np")
added two new functions but we forgot to bump the API version.
Catch up.
