Takashi Yano 3a4c740f59 Cygwin: dsp: Implement SNDCTL_DSP_SETFRAGMENT ioctl(). Previously, SNDCTL_DSP_SETFRAGMENT was just a fake. In this patch, it has been implemented to allow latency control in some apps.
