* exec.cc (execve): Add EXPORT_ALIAS _execve.
	* include/cygwin/version.h (CYGWIN_VERSION_API_MINOR): Bump.
	* posix.sgml (std-susv4):  Add posix_spawn[...] here.
	(std-notimpl): Drop here.
