	* cygwin.din: Export them.
	* include/sys/sysinfo.h: New header, decalre above new functions.
	* include/cygwin/version.h (CYGWIN_VERSION_API_MINOR): Bump.
	* posix.sgml: Mention them as GNU extensions.
