* libc/machine/powerpc/vfprintf.c: Fix state variable type.
* libc/machine/powerpc/vfscanf.c: Fix state variable type. Remove
redundant fixed-point conversion prototypes.
* libc/machine/powerpc/machine/stdlib.h[__SPE__]: Include <sys/types.h>
after setting __need_inttypes.
