Christopher Faylor 1516a0b4d7 * environ.cc (create_upcaseenv): Delete.

(ucenv): Don't honor create_upcaseenv.
(environ_init): Remove early retrieval of CYGWIN environment variable.  Change
comment to reflect new behavior.
