...in a non-Cygwin child process. Backported from MSYS2.

In https://github.com/msys2/msys2-runtime/pull/18, we discussed a change
that would allow default Windows error handling of spawned processes to
kick in (such as registered JIT debuggers). We even agreed that it would
make sense to hide this functionality behind a flag, `winjitdebug`.
However, when this got upstreamed as 21ec498d7f (cygwin: use
CREATE_DEFAULT_ERROR_MODE in spawn, 2020-12-09), that flag was deemed
unnecessary.
But it would appear that it _is_ necessary: As reported in
https://github.com/msys2/MSYS2-packages/pull/2414#issuecomment-810841296
this new behavior is pretty disruptive e.g. in CI scenarios.
So let's introduce that `winjitdebug` flag (settable via the environment
variable `MSYS`) at long last.

On Linux, __progname and program_invocation_short_name are just
different exported names of the same string. Do the same in Cygwin.
This requires to tweak the mkglobals_h so as not to touch the
EXPORT_ALIAS expression. Also, use the base variable
program_invocation_short_name throughout. __progname is just
the export for getopt.

So far the global variable in_forkee only indicated if the
process is the child process during fork(2) itself.
However, we need an indicator accessible from plain C code
in newlib, allowing to check for a process being a forked
process all the time, after fork(2) succeeded.
Redefine bool in_forkee to int __in_forkee to allow exposing
it to newlib. Redefine how it indicates fork state (not
forked, forking, forked).

After FreeBSD eventually picked up the bugreport from within
only 5 years, rename __collate_range_cmp to __wcollate_range_cmp
as suggested all along, and make it type safe (wint_t instead of
wchar_t for hopefully obvious reasons...)
While at it, drop __collate_load_error and fix the checks for
it in glob and fnmatch.

Calling them on the command line already requires to use the
suffix anyway. So drop useless .com test from the execve test
for scripts (they are handled earlier in the same function
as executables) and do not handle them like .exe suffixes in
other functions.

This reverts commit d9e9c7b5a7. The latter added ".dll" to the
blessed_executable_suffixes array because on 32-bit Windows, the
GetBinaryType function would report that a 64-bit DLL is an
executable, contrary to the documentation of that function.
That anomaly does not exist on 64-bit Windows, so we can remove ".dll"
from the list. Reverting the commit does, however, change the
behavior of the rename(2) syscall in the following unlikely situation:
Suppose we have an executable foo.exe and we make the call
rename ("foo", "bar.dll");
Previously, foo.exe would be renamed to bar.dll. So bar.dll would
then be an executable without the .exe extension. The new behavior is
that foo.exe will be renamed to bar.dll.exe. [Exception: If there
already existed an executable (not a DLL!) with the name bar.dll, then
.exe will not be appended.]
Back in early Cygwin development a function based access to the
environment was exported, the internal environ in Cygwin was called
__cygwin_environ and cur_environ() was used to access the environment
indirectly . The history of that necessity is not documented,
but kept in i686 for backward compatibility.
The x86_64 port eventually used __cygwin_environ directly and exported
it as DATA under the usual name environ.
We don't need the i686 workaround anymore, so just rename
__cygwin_environ to environ, drop the cur_environ() macro and
simply export environ under its own name.

- The recent commit "Cygwin: pinfo: Fix exit code when non-cygwin app
exits by Ctrl-C." did not fix enough the issue. If a non-cygwin app
is reading the console, it will not return STATUS_CONTROL_C_EXIT
even if it is terminated by Ctrl-C. As a result, the previous patch
does not take effect.
This patch solves this issue by setting sigExeced to SIGINT in
ctrl_c_handler(). In addition, sigExeced will be cleared if the app
does not terminated within predetermined time period. The reason is
that the app does not seem to be terminated by the signal sigExeced.
- With this patch, FILE_SYNCHRONOUS_IO_NONALERT flag is applied to
the read pipe so that native C# programs work with cygwin pipe.
To handle signals in reading pipe with this flag set, the read
pipe itself is always set to nonblocking mode and simulates the
blocking behaviour in raw_read().
- Default to byte mode rather than message mode in order to make
C# programs work with cygwin pipe.

The mq_open call is just a framework now. This patch moves the
entire functionality into fhandler_mqueue. To support standard
OS calls (as on Linux), make fhandler_mqueue a derived class from
fhandler_disk_file and keep the base handle the handle to the
default stream, to allow implementing O_PATH functionlaity as well
as reading from the file and NOT reading binary message queue data.
Implement a standard fhandler_mqueue::open method, allowing, for
instance, to touch a file under /dev/mqueue and if it doesn't exist,
to create a message queue file.
FIXME: This introduces a BAD HACK into path_conv::check, which needs
reviewing.
Keep the posix path intact in the fhandler, and change get_proc_fd_name
accordingly to return only the basename plus leading slash for
/proc/<PID>/fd.

Rather than fetching the system Windows directory at dll init time
only on 32 bit, fetch it on all platforms. Store as WCHAR and
UNICODE_STRING. Use where appropriate to simplify code.

Commit 456c3a4638 added a workaround when handling paths with native
symlinks as inner path components. This patch introduced a problem for
paths handled by the WOW64 File System Redirector (FSR).
Fix this problem by not performing the new code from commit 456c3a4638
for paths under the Windows directory. Only do this in WOW64.

- For programs which does not work properly with pseudo console,
disable_pcon in environment CYGWIN is introduced. If disable_pcon
is set, pseudo console support is disabled.
Newer FAT32 and exFAT add FILE_SUPPORTS_ENCRYPTION to their
flags which wasn't handled by Cygwin yet.

The handle to the device is never needed. As the name impies,
FSCTL_PIPE_WAIT works on the file system, not on the device level.
Drop opening the device and make sure to open only one handle to NPFS.

Cygwin_props have been invented to allow switching off the unique
installation keys in the first place, supposedly for debugging.
This never really was a good idea, after all we *want* the installations
to be independent and there's no good reason to break that, not even
for debugging purposes.
Other than that, cygwin_props were meant to be used for some other global
settings which never took place. There's just no good reason to tweak
the DLL binary invisibly where a setting could be done in a file or the
environment.
This patch removes the cygwin_props entirely, including the related
settings in cygcheck.
