The currently handled signal in a thread is called _cygtls::sig.
The variable name "sig" is used pretty often in the Cygwin source.
This makes it tricky to distinguish the currently handled signal
from any other usage of "sig".
Therefore, rename _cygtls::sig to _cygtls::current_sig

It appears to be the case that NtQueryTimer can return a negative time
remaining for an unsignalled timer. The value appears to be less than
the timer resolution.

Bump GPLv2+ to GPLv3+ for some files, clarify BSD 2-clause.
Everything else stays under GPLv3+.
New Linking Exception exempts resulting executables from LGPLv3 section 4.
Add CONTRIBUTORS file to keep track of licensing.
Remove 'Copyright Red Hat Inc' comments.
