Use the same name as glibc & gnulib to indicate "newlib itself is
being compiled". This also harmonizes the codebase a bit in that
_LIBC was already used in places instead of _COMPILING_NEWLIB.
Building for bfin-elf, mips-elf, and x86_64-pc-cygwin produces
the same object code.
Change the prototypes to be in line with POSIX/glibc. This may fix
issues with new warnings produced by GCC 11.

Make the POSIX O_CLOEXEC, O_NOFOLLOW, O_DIRECTORY, O_EXEC, and O_SEARCH
open() flags available also to non-Cygwin systems.
Make the BSD/glibc O_DIRECT open() flag available also to non-Cygwin
systems.

Difference to Linux: We can't create files which don't show up
in the filesystem due to OS restrictions. As a kludge, make a
(half-hearted) attempt to hide the file in the filesystem.

Most of the !_POSIX_SOURCE code is BSD, although ironically some were
added to POSIX.1-2001.
Use the ATFILE conditional for most of the *at functions, except
futimesat which is GNU.

* libc/include/sys/_default_fcntl.h: New header file that
is the default version of sys/fcntl.h.
* libc/include/sys/fcntl.h: Changed to simply include
sys/_default_fcntl.h.
* libc/sys/arm/sys/fcntl.h: New file that includes
sys/_default_fcntl.h and defines O_BINARY.
