So far the check for a directory is in the fhandler::opendir
methods. Given that path_conv::check sets FILE_ATTRIBUTE_DIRECTORY
on virtual files either, we can move the check up into the
opendir(3) function. This avoids calling exists() twice when
calling opendir(3).

We're filling dirent::__d_internal1 with the inode number to
support apps built under Cygwin 1.3 and earlier. This doesn't
make sense anymore. Drop this to free up __d_internal1 for
other TBD use.

- Basically maintain a hidden DIR* inside fhandlers.
- lseek has to be tweaked to allow basic seeking on the directory
descriptor.
- the current implementation does not keep the dir positions
between duplicated descriptor in sync. In fact, every descriptor
keeps its own copy of the DIR* and after dup/fork/exec, the
directory position is reset to 0, i. e., to the start of the
directory, as if rewinddir() has been called on the new descriptors.
While this behaviour isn't yet covered by the Issue 8 draft,
a bug report along these lines exists and will probably be
picked up for TC1.

This change is in preparation of adding posix_getdents() from
the upcoming POSIX Base Specification Issue 8.
- Add d_reclen
- Add GLibC compatible test macros for dirent members
- Bump dirent version
- Set d_reclen to the fixed size of the dirent struct
We can do that because the size is a multiple of 8, so it fits
snugly in the buffer filled by posix_getdents and keep the
alignement.

Commit 3f3bd10104 ("* Throughout, use __try/__except/__endtry blocks [...]")
introduced setting EINVAL, marked as "Diagnosis". The reason
for this is lost in time and space, but looks very much like
a debug helper which was supposed to be removed before release.
It's rather pointless, so remove it.

Use the same name as glibc & gnulib to indicate "newlib itself is
being compiled". This also harmonizes the codebase a bit in that
_LIBC was already used in places instead of _COMPILING_NEWLIB.
Building for bfin-elf, mips-elf, and x86_64-pc-cygwin produces
the same object code.
The isdev_dev check in rmdir is unclean. Create a virtual method
fhandler_dev::rmdir to handle this transparently.

If the directory name has the form 'x:' followed by one or more
slashes or backslashes, and if there's at least one backslash, assume
that the user is referring to 'x:\', the root directory of drive x,
and don't strip the backslash.
Previously all trailing slashes and backslashes were stripped, and the
name was treated as a relative file name containing a literal colon.

If the last component of the directory name is a symlink followed by a
slash, rmdir now fails, following Linux but not POSIX, even if the
symlink resolves to an existing empty directory.
mkdir was similarly changed in 2009 in commit
52dba6a5c4. Modify a comment to clarify
the purpose of that commit.

When using NtCreateFile when creating a directory that already exists,
it will correctly return 'STATUS_OBJECT_NAME_COLLISION'.
However using this function to create a directory (and all its parents)
a normal use would be to start with mkdir(‘/cygdrive/c’) which translates
to ‘C:\’ for which it'll instead return ‘STATUS_ACCESS_DENIED’.
Bump GPLv2+ to GPLv3+ for some files, clarify BSD 2-clause.
Everything else stays under GPLv3+.
New Linking Exception exempts resulting executables from LGPLv3 section 4.
Add CONTRIBUTORS file to keep track of licensing.

(fhandler_disk_file::readdir_9x): Move 9x specific readdir here.
(fhandler_disk_file::seekdir): Accomodate new NT readdir method.
(fhandler_disk_file::closedir): Ditto.
(fhandler_cygdrive::fstat): Set d_ino to namehash. Add comment.
(fhandler_cygdrive::opendir): Call get_namehash to prepare later
correct evaluation of d_ino.
(fhandler_cygdrive::readdir): Replace recursion with loop. Evaluate
drive's d_ino by calling readdir_get_ino.
* fhandler_proc.cc (fhandler_proc::readdir): Set dirent_saw_dot and
dirent_saw_dot_dot to avoid seeing . and .. entries twice.
