* testsuite/lib/passfail.exp (newlib_pass_fail_all): New 

procedure.
	(newlib_pass_fail): Change to compile and run only one file.
	* testsuite/newlib.locale/locale.exp: Use new
	newlib_pass_fail_all procedure.
	* testsuite/newlib.string/string.exp: Likewise.
