* net.cc (cygwin_getaddrinfo): Check ai_flags for valid values. 

Handle AI_NUMERICSERV.  Handle AI_ADDRCONFIG behaviour on Vista.
	* include/netdb.h (AI_NUMERICSERV): Add missing flag.
