Fix some *at declarations.

* libc/include/stdio.h (symlinkat): Move this...
* libc/include/sys/_default_fcntl.h (unlinkat): ...and this...
* libc/include/sys/unistd.h (symlinkat, unlinkat): ...here, to
match POSIX.
