* nlsfuncs.cc (__set_lc_time_from_win): Use LOCALE_SMONTHNAME1

Browse Source 
instead of LOCALE_SABBREVMONTHNAME1 in Japanese and Korean
	locales to get abbreviated month names.  Explain why.
