* autoload.cc (SetSecurityDescriptorControl): Drop. 

* security.cc (alloc_sd): Set security descriptor control flag without
	calling SetSecurityDescriptorControl function.
	* wincap.h (wincapc::has_dacl_protect): Rename from
	has_security_descriptor_control.
	* wincap.cc: Ditto throughout.
