Cygwin: pipe: Fix raw_write() for non-cygwin pipe with size zero.

Browse Source 
- Currently, raw_write() fails to handle size zero pipe which may
  be created by non-cygwin apps (e.g. Windows native ninja). This
  patch fixes the issue.
